ISO 45001: BSI issues draft guidance on applying international standard
BSI has issued a draft for comment of BS 45002-0: Occupational health and safety management systems; General guidelines for the application of ISO 45001; General guidelines on effective application of ISO 45001.
This draft British Standard provides guidance to assist organizations successfully implement ISO 45001, in a way that is proportionate to each organization’s size and complexity, reflecting the organization’s specific health and safety risks.
It describes the intent of individual clauses in ISO 45001 and provides guidance on the implementation and application of OH&S management systems, with examples of how to implement ISO 45001.
It is intended to help organizations implement an OH&S management system, based on ISO 45001.
Content
It covers the following:
- context of the organization: (it is noted that the nature of the organization is as important as its size). The organization should also identify interested parties who can affect or could be affected by the OH&S management system. These may include customers, any worker at any level, parent organizations, external providers, etc. The organization should take the time to understand relevant interested parties’ needs and expectations and determine the ones that are relevant to the OH&S management system and should be addressed.
- leadership and worker participation: these are critical for the success of the OH&S management system and achieving its intended outcomes. The standard sets out examples of how an organization can show leadership and commitment; such as aligning the OH&S management system with the organization’s business objectives; making sure the necessary resources are available; etc
- planning: guidance is given here guidance on how to plan for the OH&S management system, including identifying and assessing the risks and opportunities associated with it and the actions necessary to deal with these risks and opportunities. This includes hazard identification, determining legal requirements and other requirements (i.e. other commitments the organization has made), and setting objectives for improvement
- support: the support needed to ensure the OH&S management system can function effectively is covered, including the resources, competence, communication, awareness and requirements for documented information
- operation: guidance is set out on the operational planning and control necessary for the OH&S management system and includes eliminating hazards and reducing OH&S risks, managing change, emergency preparedness and response as well as requirements regarding outsourcing, procurement and contractors
- performance evaluation: here, Standard sets out guidance on evaluating the performance of the OH&S management system. Requirements are specified regarding what needs to be monitored, measured and analysed, including legal requirements and other requirements, together with arrangements for internal audits and management review
- improvement: making improvements to the OH&S management system is covered, including requirements on how to handle incidents, nonconformities, taking corrective actions and achieving continual improvement in the long term.

I cannot trace this draft for comment on Online BSI Draft Comment System that I am registered with or on the BSI Online Shop for buying a copy of the consultation. Can you please elaborate?
There appears to be contradictory BS Standard “numbers” ! Not SHP’s mistake, but BSI! The BS Standard number on the new BSI Standards Development website, for viewing and commenting after registering is “BS 45004 Occupational health and safety management systems.
