Guidelines revised on static electricity

 

The Energy Institute (EI) has updated its guidance on hazards related to static electricity. 
 
The third edition of ‘Model Code of Safe Practice — Part 21: Guidelines for the control of hazards arising from static electricity’ provides guidance on identifying and assessing a range of static electricity-related hazards, and how to control related risks.
 
Duty-holders are required to undertake a risk assessment to identify the likelihood that ignition sources, including electrostatic discharges, may arise in the workplace in accordance with regulation five of the Dangerous Substances and Explosive Atmospheres Regulations 2002.
 
Part 21 contains new and revised guidance on:
 
  • how to use the guidelines in the context of a risk assessment;
  • the influence of bio-components in fuels;
  • earthing and bonding requirements for filling stations and aircraft fuelling;
  • selection of personal protective equipment;
  • filling of intermediate bulk containers;
  • the use of plastics for underground piping at filling stations and fuelling with liquefied petroleum gas (LPG) and compressed natural gas;
  • tank cleaning and meter proving;
  • LPG and liquefied natural gas; and
  • static-electricity hazards and controls for upstream/offshore operations.
 
To support the revised guidelines, the EI has also published a second edition of the DVD, ‘Controlling the risk of static electricity’, which is used as a training tool for safety managers. The updated edition supports any site-induction materials, tool-box talks and training courses where static electricity is discussed. 
 
The resources are intended to provide operational guidance for different parts of the petroleum industry fuels-distribution chain, including road and rail loading, filling-station operations, aircraft fuel testing and maintenance and testing.
