“which has reduced the number of people working near stacks”
So fewer people ar now at risk of being killed by a nearby stack falling on them… surely they can do something more effective than this such as only stack 2 high, only stack against a wall or fence, use racking, provide protected pedestrian areas,

I am astounded at the level of incompetence.

If we stacked building materials in such a manner we would be slaughtered.

Recycling and waste management are constantly in breach of basic control measures, yet the fines do not reflect the severity of risk or the continuation of non observance of risk control.

This is one of the few sectors in growth, so why are we seeing perceptable favouratism by the courts?

Minimal labour for maximum turnover, yet they fail to look after the few?
