    You could add:
    *Safe access and egress
    *Confined spaces (Chimneys)
    *Assault (mistaken for a burglar)
*Fragile roofs (expected to bear the weight of a sleigh and several million tonnes of presents)
*Zoonoses (Rudolf is clearly suffering from some kind of infection)

I would suggest several labour laws are being broken as well. The National Union of Elves need to up their game.
However, on the plus side there is no enforcement regime at the North Pole. And if there were, I expect, if the’yre anything
like the better enforcement officers we have, they would have the common sense to understand the public interest aspects
of themagic of Christmas and let this highly experienced practitioner with a blameles record of public service and philanthropy
    go about his business.

    Merry Christmas!

We seem to have missed the fact that he may decend a chimmney into a a grate which has a fire in it.!!
    Is his workware fire retardant?
Has he carried out his risk assessment before starting work?
how does he get around on time?
Is his staff training up to date cos I hear he doesn’t bother!
