It suggests that common physical signs of drug use include:  

• Dilated or pinpoint pupils;
• Restlessness;
• Tremors;
• Paranoia; 
• Changes in appetite/eating habits;
• A chemical odour on breath or clothes. 

Suggested measures are focused around: 

• Policy;
• Educate; 
• Deter;  
• Detect.
