European Parliament’s positive steps to improve aviation safety


EU pilots and air-traffic controllers have welcomed the EU Parliamentarians’ positive vote on the proposed new Occurrence Reporting Regulation. 
 
The European Parliament transport committee agreed yesterday (17 September) to refine and improve the procedures for reporting of aviation safety incidents and setting up a solid framework for strengthening aviation safety across Europe.
 
President of the European Cockpit Association (ECA), Nico Voorbach, said: “Europe’s airline pilots and air traffic controllers warmly welcome the adoption of this report. The pro-safety stance developed by the EP rapporteur Christine de Veyrac — and vigorously supported by her colleagues within the transport committee — is remarkable. 
 
“A true safety culture is one that recognises that it can always improve. MEPs have understood this and introduced valuable improvements to an already good proposal by the EU Commission.”
 
With this vote the unions said the EU transport committee’s retains its consistent approach to improving occurrence reporting in Europe, and goes in the opposite direction of EU transport ministers who watered down the text in June.
 
The transport committee supported provisions to ensure that aviation safety professionals — such as pilots and aire traffic controllers — are protected when reporting any mishaps or mistakes and that the information they provide is not misused. 
 
These provisions would help to set up a comprehensive framework for collection and analysis of aviation incident data, which is critical to identifying the pertinent safety risks in aviation.

Turning culture on it’s head let alone reversal of climate change by welcoming “opportunities” instead of ‘l see no ships’ at best and deliberate friendly fire of problem avoidance at worst has got to reduce collateral damage overall as well as reduce potential for both negligence and loss of integrety of those raising awareness of concerns who will no longer be driven to consider whistle-blowing. Just need to deal with wok/life stress fatigue resulting in mishaps due to vigilance decremation!!!
