Government responds to Martin Temple’s review of HSE

The Government has announced that it will review the controversial fee for intervention (FFI) regime, in its response to Martin Temple’s review of the HSE in January 2014.
 
Mr Temple, former chief executive of EEF, identified in his review that while there is a continuing need for the functions that HSE delivers, there is also scope for innovation and change.
 
In particular, Mr Temple looked at the FFI scheme, and advocated that there should be a clear distinction between the income generated by FFI and the funding of the HSE [read the full interview with Martin Temple].
 
The response to Mr Temple’s review from the Department of Work and Pensions, has accepted the recommendations around progressing the commercial income of the HSE and building on its international reputation. 
 
In his foreword to the response, The Rt. Hon Mike Penning MP, minister of state for disabled people, said: “Selling our expertise abroad will not only help businesses and governments to save lives, but as part of our long-term economic plan, will show the world we’re leading the way in exporting expertise overseas.”
 
Mike Penning has also set out how the government intends to improve the efficiency and effectiveness of HSE, including measures to review the FFI scheme, increase transparency — which includes publishing clearer performance indicators — and setting out clearly how HSE works in partnership with other regulators. 
 
The government response set out the next steps to be taken with regard to the HSE, including:
  • In the next few months HSE will begin testing with possible customers the market demand for a fully-chargeable inspection service for organisations with mature health and safety management systems.
  • In July 2014, HSE’s FFI review will report to the HSE board to provide advice to the Minister on the future options for FFI.
  • By September 2014, HSE will have fully implemented a new performance framework.
  • By end of 2014, work to deliver the recommendations in Professor Löfstedt’s report will have been completed.
  • By end of 2015, HSE will have reviewed its interfaces with other regulators and published revised memoranda of understanding.
