Best practice in shale gas extraction
Risk management services-provider DNV has issued a recommended practice for the safe management of shale gas extraction, in respect of its whole life cycle.
The framework, which is based on risk-management principles, industry best practice and standards, was developed over an 18-month period.
According to DNV, many organisations have already developed shale gas recommendations and guidelines, but, until now, a complete risk management framework has not existed. DNV would like to see the recommended practice help shape the development of a global standard for safe and sustainable shale gas extraction and is calling for input from industry, regulators, NGOs and other interested parties.
The recommended practice covers:
- management systems;
- safety, health, and the environment;
- well integrity;
- management of water and energy;
- public engagement;
- stakeholder communication; and
- permits.
It proposes that shale gas operations be monitored and publicly reported, thus establishing proper points of reference and consistent monitoring prior to, during, and after operations.
Remi Eriksen, chief executive of DNV Maritime and Oil & Gas, commented: “Since the recommended practice combines current best practices and standards in the industry with a risk-based approach, it can serve as a common reference point and help bridge the gap between parties with opposing views.”
To increase transparency and accuracy, the recommended practice advises carrying out extensive baseline surveys prior to starting any shale gas activities, with open discussion of relevant information among all stakeholders, including the general public.
“We believe that companies that embrace our recommended practice will earn increased trust and confidence among the general public and other stakeholders by implementing operational best practices and creating standards for industry to document how their activities are being executed in a safe and responsible manner,” concluded Eriksen.
