Mayor of London unveils standard for construction vehicles
A new single standard for construction vehicles in London has been launched, designed to make London road’s safer and in particular reduce cyclist deaths and injuries.
Contractors supporting the new initiative include Carillion, Costain, Laing O’Rourke, Lend Lease, Mace, Skanska and Vinci, while client organisations include Berkeley Group, British Land, Crossrail, HS2 Land Securities, Thames Tideway Tunnel and Westfield.
The document sets out contractual requirements for ‘fleet operators’ and ‘clients’ including stipulations for fleet operators that they:

commission an independent fleet management audit to ensure they are meeting baseline regulatory requirements;

fit side-guards to all mixer, tipper and waste-type vehicles over 3.5 tonnes that are currently exempt from regulations on side-bars; and
-
ensure that all drivers undergo progressive training and CPD.
Among the requirements for clients are that they:

draw up and comply with a Construction Logistics Plan, developed in conjunction with fleet operators;

consider options to reduce peak hour deliveries; and
-
ensure that their contractors and sub-contractors comply with the requirements on fleet operators.
Christopher Snelling, the Freight Transport Association’s head of urban logistics policy said: “The new standard will raise the safety performance of the whole construction logisitics sector to match that of the best performers today.
“The development of this standard, and the commitment to it by many major companies, demonstrates how seriously the logisitics industry takes cyclist safety and how we are working through intelligent, targeted projects to improve our record and to adjust our operations to the increasing number of cyclists on our roads.”
TfL also announced that it will be trialling a new construction lorry with improved driver visibility and safety equipment. The Laing O’Rourke vehicle has a cab with larger front and side windows intended to significantly reduce the blind spot compared to similar vehicles.
